上週五、日，我先後出席上述兩個講座。我説白皮書只是申述了中央人民政府在過去十七如何按照基本法去履行對香港特區的承諾，在未來的日子裡，也是一樣立塲不變。致於2017特首選舉方面，雖然坊間不抱著樂觀的態度，但我總認為，只要將現時橫向放置的雙軌制的公民提名，放置在縱向的提名委員會之下，將其納入於有廣泛代表性的提名委員會之內，可設立一個新的功能組別，名為”香港永久居民” 組別，包容五佰多萬香港永久居民可以參與提名，旣不會矮化或牽制提名委員會的地位，同時亦是可合理地操作的，完全乎合基本法四十五的要求。

The Gist of My Talks on Political Reform and the White Paper respectively on 25th and 27th July 2014
I was invited to talk at the captioned forums. The gists of my talks were that the White Paper was just to state what the Central People’s Government has been upholding and continuing to uphold in accordance with the fundamental principles as set out in the Basic Law. Actually, there is no change of the position of the Central People’s Government towards Hong Kong. With regard to the political reform ahead, I am still of reasonable confidence to see it happen albeit the present huge difference over the issue of civic nomination for the CE. I think the problem is surmountable if civic nomination is to be embraced within the meaning of “a broadly representative nominating committee” by creating a 5th Functional Constituency called “Hong Kong General Residents Nomination”.
