Dr Ko has given us a clear message that it is very likely that, after more than 10 years of consultation and study, government will dish out the medical insurance scheme so that the public medical spending could be kept down within 17% of our annual budget. In order to do that, government will keep the present twin-track medical care system in place. Indeed, while keeping the spending of the public sector under a consistent low level, the government would groom the private sector to flourish. To put it bluntly, medical insurance scheme is the way forward for achieving that end.
