到訪將軍澳首都
首都位於將軍澳,現時與領都共同發展,屬於第一二期發展的私人樓宇,而該區域的全部十期發展將陸續完成。若全部完成的話,該區域將有50幢樓宇,每座平均有500伙單位,共有25,000個單位,估算有12至15萬人口居住。
一、交通配套不足
該屋苑雖然鄰近地鐵康城站,但居民要等12分鐘才能乘搭列車出市區。加上欠缺專線邨巴及巴士線,日出康城交通配套明顯不足。
二、購買日常用品困難
不少居民對附近沒有商場及街市等設施有微言,表示難以購買日常用品,相信有關政府部門在規劃上已考慮到興建小型商場,若然加快步伐,定當便利居民生活。
三、空氣質素低劣
日出康城附近有大型堆填區,污水及沼氣等污染物散發出強烈異味。如風向不理想時,居民只會承受更多的臭味。另外,不少人都愛到附近海域游泳,但堆填區的污水可能滲到海水中,帶來僭伏的健康危機。
因此,政府應如何改善呢?早在規劃日出康城時,政府的環境評核報告應一早考慮到堆填區帶來的負面影響。現時領都及首都的居民都不能忍受堆填區所帶來的環境破壞,政府便應重新思考規劃及環境的平衡。
只有總結現在經驗,才能優化未來措施。
備註:日出康城令人驚奇的一點,便是呎價比新屯門中心的還便宜。首都的設計美侖美奐,整潔企理,呎價太約5,000元,反而新屯門中心住宅呎價起碼6,000- 7,000元不等,不知道最近政府推出的雙倍厘印稅措施會否帶來樓市冷卻的效應。

Visiting LOHAS Park
The Capitol, being Phase I of the new residential development of LOHAS Park, of which LOHAS is acronym for “Lifestyle of Health and Sustainability” is located in Tseung Kwan O along with the developing Le Prestige being Phase IIA of the project. The development will comprise of 50 residential buildings in the near future and will offer 21,500 apartments to accommodate 58,000 residents.
However there are many concerns in this rapidly developing area being:-
1. Lack of transport facilities
Although LOHAS Park is next to the MTR, its low frequency route of 12 minutes per interval always makes its residents impatient. Also, LOHAS Park does not have any shuttle buses or bus routes which clearly show the inadequacy of transportation.
2. Difficulty of buying daily essentials
Many residents are not satisfied with having just a few shopping malls and a supermarket. They all had bad experiences when trying to buy daily essentials. If the government could build some small shopping malls, it would improve the living quality at LOHAS Park.
3. Poor air quality
Next to LOHAS Park, there is a large landfill, where the polluted water and air irradiate strong unpleasant smells, not to mention the moment when the wind carries smells from the landfill. Moreover, some may love swimming at the beaches nearby, but the polluted liquid may bring potential health risks to these swimming lovers.
How should the government improve? Well before the planning of LOHAS Park, the environmental assessment should have considered the negative impacts of landfill. However, if the residents in Le Prestige and the Capitol cannot tolerate the environment now, the related department should re-consider the balance between development and environmental protection.
We should learn from the past experience to make better decisions in the future.
P.S: The surprising thing about LOHAS Park is its low price when compared to other developments being even lower that that of Sun Tuen Mun Centre. The design and quality of the Capitol is fascinating and it is $5000 per-square-foot but the old Sun Tuen Mun Centre is $7000 per-square-foot.
