對外發展—知識城

根據負責該項目的產業發展與推廣副總裁Nee先生介紹，在2008年新加坡總理李顯龍和廣東省委書記汪洋之間進行協商會談。2010年，該協商由Temasek的所有附屬機構決定通過，成立由星橋國際新加坡（私人）有限公司和廣州知識城投資開發有限公司各佔50%股權比例的合資公司。該合資公司注資40億人民幣，總規劃面積為123平方公里（相當於12,300公頃），於2010年年底開始興建，知識城將擁有6大社區分別為（1）住宅區（高，中，低密度社區）;（2）商業區;（3）商業園區;（4）製造業區;（5）大學;（6）會展中心。新加坡總規劃師負責設計總體規劃，知識城將與地鐵連接，毗鄰廣州新白雲國際機場。直至2014-15年，將有第一批租戶和企業遷入。知識城發展的總體時段將為30年。當問及新加坡政府如何說服內部政黨投資該發展項目，還要處理現金周轉的問題時，Nee先生說，新加坡政府是憑藉Temasek以及其他投資者的資金融資的。

Overseas Development – the Knowledge City

According to Mr. Nee, the Vice-President who is in charge of the Industry Development and Promotion of the Project, negotiations started between the Premier Li Sin Lung of Singapore and Mr. Wang Yang, the Party Secretary of Guangdong Province way back in 2008.

In 2010, the negotiation was concluded through Temasek’s wholly owned subsidiary, Singbridge/knowledge city pte ltd (spv) to form a 50-50 JV with Guangzhou Knowledge City Investment Development Co Ltd (spv). The JV company was then injected with ¥4B and given a vast piece of land covering an area of 123 sq km (which is equivalent to 12,300 hectares) to build on. Construction had started nearing the end of 2010. It was decided that the city would have 6 broad Districts being, 1) residential (Hi, Lo-med and Low Density zones); 2) commercial; 3) business park; 4) manufacturing; 5) university; and 6) convention centre.

The Singaporean chief planner was responsible for designing the master-plan. The knowledge city will be well connected with underground/ train and will be situated near Baiyun Airport. By 2014/15, there would be the first batch of tenant and enterprises moving in.

The total time for developing the city would be 30 years. When asked on as to how the Singaporean government will cope with the internal politics in convincing others for such a development and on how they will deal with the cash flow problem, Mr. Nee said, that the Singaporean government is efficient via Temasek and capital is required from other investors.
