根據演示所講,現在土地總面積中填海所得的土地面積大概佔總量的6%(相當於6000公頃),但卻容納了人口的27%。未來我們對土地的需求將會進一步擴大,但問題是我們從哪裡可以獲得土地。研討會的主人是Max Wong,會議主席W S Yeung Ova & Arup女士向我們解釋了土地資源緊缺的問題。如今土地的比例是1:1.3,啟德發展計劃令人均佔有土地面積從人均0.6平方米減少到人均0.4平方米。我們將需要4500公頃的土地去滿足人均1.8平方米的目標。在此之前,有四個區域分別是將軍澳、東涌、新界東北區域及洪水橋區域達到了人均0.8平方米。基本上有六種方法可以產生我們所需的額外土地,即:
- 更改土地用途
- 土地資源的再利用
- 收地
- 土地的重新發展
- 填海
- 開發岩洞
而由於市場的波動及容易引發法律糾紛的原因,選項1、3、4相對地被認為未有足夠穩定的條件去實施。
Enhancing Land Supply Strategy Forum
According to the presentation, around 6% of the land (equivalent to 6000 hectares) accommodating 27% of our population is obtained from sea reclamation. We will need further land but the question is where will we get more land from? Will it be from the sea? Or from Caverns? Or from the present undeveloped land? The moderator is Mr. Max Wong. The presenter, Ms. Theresa W. S. Yeung from Ova & Ove Arup and Partners Hong Kong Limited explained about the shortage of land and the land’s ratio being 1:1.3 reducing the Kai Tak development capacity from 0.6 m to 0.4m people. They explained that we will need 4500 hectares of land to accommodate 1.8m of our population. Previously, there were 4 areas to meet 0.8m out of the 1.8m which are at Junk Bay, Tung Chung, North East of the New Territories and Hung Shui Kiu areas. There are basically 6 ways to produce the extra land we want, i.e.,
- rezoning;
- reusing;
- resumption;
- redevelopment;
- reclamation and
- rock caverns.
Option 1, 3, and 4 are considered unstable in terms of timing due to market volatility and legal disputes.

He said that rock caverns is the way forward. It would be a waste just to reclaim the land from the sea and that asking people for their opinion and accepting what they expressed is absolutely important.
