At the annual dinner of BPF this evening, Sir David spoke to over 150 guests about what qualities a leader in Hong Kong is supposed to possess. He believes that these include having awareness of poverty and housing problems along with courage and determination to solve the same decisively. It is definitely not a white elephant.
