這次研討會由來自不同的足球協會、教練和球迷會等總共120多人參加。所有參加者都抱著一個共同的目標,就是藉今次研討會表達他們對香港足球運動未來的發展作出意見,立法會議員、政府官員、顧問和足球總會主席在場聽取所有會眾的意見。有人提議撥出更多的公共經費來培育運動員,有人建議建立更多的運動設施,有人則說足球總會應該帶領運動朝著正確的一條道路發展。作為屯門足球隊的主席,我提出了以下四點改善方案:

  1. 政府應該允許聯賽A組球隊有使用現有體育設施進行訓練的優先權。目前,他們只能以普通市民身份去預定足球場進行訓練,這樣不僅效率低而且經常得不到足夠的草地足球場訓練。以屯門足球隊為例,他們現在每個月只可申請到8個時段練習,這比他們理想中所需要的20課堂培訓還有很大距離。
  2. 香港足球總會應該進行改革,確保在董事局裏有聯賽A組球員的参與,這樣,他們就可在足球體育的發展上作出有益的建議;
  3. 政府應特別從已經捐出的30億資金裏面撥出一部分款項資助足球聯賽,這樣,球員的信心會大大加強;
  4. 增加的撥款應該以獎金的形式發給足球聯賽的優勝者,一些來自政府或香港馬會的補貼應該由香港足球總會來統籌支配。我相信以上四點很容易可以做到,因為它們相對做起來可直接了當,只要避過一些不必要的社會關注或官僚主義便可達成。

HK football development seminar

The seminar was well attended by an audience of more than 120 people coming from different football associations, the coaches and fans club. They all came for one common objective i.e. to express their views about the future development of football sports in Hong Kong.  LegCo members, government officials, consultants and the Chairman of the Hong Kong Football Association (HKFA) were there to listen to their views at the forum. Some proposed that more public funding should be provided for grooming local sportsmen.  Some suggested building more facilities whilst the others expressed that HKFA should lead the sports to the right path. As the President of Tuen Mun Football Team (TMFT), I suggested 4 practical points:-

  1. Government should allow League A Football teams to have first priority in using sports facilities for training. At present, they are treated like ordinary public and have to queue up to book for the football pitches, which is totally inefficient and very often end up with insufficient training sessions on real grass pitches. Taking TMFT as an example, they are now only granted with 8 training sessions instead of 20 being considered ideal per month;
  2. The HKFA should be reformed so that there will be an ex-officio seat for each of the League A Team to sit on its Board. As such, they might personally participate in the making of policies pertinent to the sports directly;
  3. Government should allocate more out of the present three billion fund earmarked for sports and leisure to subsidize the training of all league-players. With that, the confidence of the players will certainly be boosted;
  4.  Prize-monies should be awarded to winners of league-matches organized by the HKFA.  Those subsidies should be provided by the government or HKJC. I honestly believe that these 4 points are relatively straight forward and easy to be achieved.  It should not take too much of the courage to do it only if we should do away any unnecessary concern or bureaucracy.
