和上次2009年召開的一樣，這個論壇今年吸引了全球60多個國家超過400多位法律界領袖人物和精英來到杜哈。贊助相是卡塔爾的HH，這個慷慨的人就是Sheikh Hamad bin Khalif Al-Thani。在這個會議當中，我見到很多厲害的來賓，例如來自英國的Lord Woolf以及很多世界各地的政要。真是不枉此行。
Qatar Law Forum 2012- Bringing Together Global Leaders In Law
Like last time held in 2009, this forum has attracted over 400 leaders and elites in law from over 60 countries to Doha this year. The patron is the HH the Emir of the State of Qatar, Sheikh Hamad bin Khalif Al-Thani who is generous enough to pick up the tap for the entire event. On the occasion, I met the honorable guests, like Lord Woolf from England and many other dignitaries from all over the world. It is worthwhile trip to have.

他們談到這些賽事與賽規。一直困擾這些賽事的問題在於藥物與bettongs.規則不夠嚴格就會產生腐敗。還有一些國家本身對於賽事與運動的制度就不規範，但如何以及又有幾多的投入會放入到調查解決這些問題上面去呢？於是更加無法控制會影響賽果的那些地下賭博。
2012 Olympic game and 2022 World Cup
They talked about the rules and the games and the problems which trouble the games, i.e. drugs and betting. The rules are not strict enough which also give rise to corruption. There are still a number of countries not regulating their games and sports.
There is need for serious thought and consideration as to the method and how much resources we should use for detecting and investigating malpractice. It is not possible to control the underground betting which may affect the result of a game.

今天下午的這個全體會議專題討論的核心是評級機構的作用。大會呼籲大家關注金融機構的信用狀況。在歐洲，已經出現了監督金融機構信用問題的獨立機構。但問題在於如何快而準地實施對金融市場的監管，有人建議其實我們需要有一個國際化的監管制度才能更好地開展工作。
Plenary Session 3- the role of ethics and law in finance
The role of rating agencies is the heart of the topical discussion in this plenary session this afternoon. Their ethical standard is called for concern. In Europe, supervision of independent authority over the ethical issue of the financial institutions is already introduced. But the question as to how effective and efficient its control over the financial market will be is yet to be seen. Some suggested that we may need to have an international regulatory regime to do a better job.

Cultural Village tour before dinner on 5-5-2012
It was a very brief but nice tour around the Cultural Village. Money can motivate people, such as artists to paint, designers to design and builders to build. Out in the desert, there you will find a city constructed with culture which is filled to the hull and is beautiful. Four hundred legal minds were also brought together to think of and discuss about the Rule of Law in this Arabs world and beyond!

由12名代表組成的小組用45分鐘討論”法律專業”話題。這是一個重要的大議題，有效率和充分地利用如此短暫的時間。
法律專業是與能有效地利用技能和責任感向客戶履行他們職責並能符合必要的道德標準的律師相關的。其中一個重要方面是必須包含維護某種意義上的言論自由的法規；公正審判的權利；有權使用司法制度等都要受到重視和保護。當然，保護客戶資訊機密的法律專業特權也同樣重要。
為了使其持續發展，法律界必須採取主動，帶頭很好地促進和維護法制教育和規範。同時亦要堅持自身的專業自主，就能夠和政府與司法部門合作和維持。
Specialists Panel Discussion on the topic of Legal Professionalism
There was a panel of 12 representatives to speak about the topic of “Legal Professionalism” within 45 minutes. It was such a big and important topic but efficiently and adequately covered within such a short time.
Legal professionalism is something to do with lawyers who can discharge their duty to clients effectively with skills and care in accordance with the requisite ethical standard. One of the important facts of which must include upholding the rule of law in the sense that freedom of speech; right of a fair trial; access to justice etc are to be cherished and protected. Of course, legal professional privilege for keeping client’s communication in secret is equally important.
In order to make this sustainable, the legal profession must take the initiative to take lead to well keep it by fostering and maintaining legal education and it’s standard. At the sane rime they must also maintain its own professional independence and work in concert with the government and the judiciary to lead on.
