我們的代表團幾乎在抵達迪拜後就立刻趕去參加迪拜國際金融法院的第三次年度會議。他們的現任院長,以前曾在新加坡高等法院擔任法官的Michael Hwang先生,迎接百多位出席活動的來自不同司法區的賓客和觀眾。

院長告訴我們,他們的法院自建立以來運作順暢,已處理超過400宗案件。僅過去一年,他們已處理了超過一百宗案件。在如此高效率下他們仍然敦促自己加強改善其法院規章和備案制度,推行電子申報和電子訴訟系統。備案費用也可以透過互聯網支付。這似乎很簡單!那麼我們香港的電子申報系統又怎樣?它既模糊而且很快便消失了!它什麼時候會回到我們的專業中?

Dubai International Financial Court-2011

Almost immediately upon arrival at Dubai, our delegation went to attend the third annual meeting of the court at the Dubai International Financial Court. Their current Chief Justice, Senior Counsel Mr. Michael Hwang who had previously served as a judge at the Singaporean High Court welcomed over a hundred guests and audiences who came from different jurisdictions to attend the event.

The Chief Justice told us that their courts have been running smoothly and has processed more than 400 cases since its establishment. In last year alone, they managed to dispose over a hundred cases. Being efficient as such they still urge for improvement in enhancing their court rules and filing system by introducing the e-filing and e-litigation system. Filing fees could then be paid through the internet. This seems so easy! So how about our e- filing system in Hong Kong? It was only vaguely seen and gone just as fast! When will it return in our practice?
