從《一国两制下香港维护国家安全的实践》白皮書去思考世界問题

在世界的这一边廂，我们一班立法会議員，昨日就好像學生般有再次返学的感觉，齊齊到政府总部学习刚刚在2月10日公布的《一国两制下香港维护国家安全的实践》白皮书。时间亦是很吻合，就是緊貼住黎智英因勾结外國勢力等被裁定有罪後被判刑20年之翌日。白皮書就是表明国家对香港维护国家安全实践经验的官方立埸，清晰地道出定立港區国安法的来龍去脈以及立法後，香港如何回復稳定繁榮！

而在世界的另一边廂，西方各國领袖同我们一樣，像學生般出席会議，但今年的慕尼黑安全会议(MSC)與以往不同，就是缺乏了以往的和谐，就好像一埸声讨大会，欧洲各國都在批评美國破壞那自1945年二次大戰结束以来所建立的国际秩序，美國奉行單邊主義，將贸易武器化、将軍事同盟变成軍費敲诈。她無視國際規則，只着重自己的利益優先，实踐叢林法則，把别國當成為餐桌上的食物對待！
白皮書表述的六大安全準則
白皮書说得很清楚，西方勢力对我们所做过的伤害匪浅，远自鸦片战争起，近至2019年的时代革命，斗争一直都在进行。香港回歸以来都未有设防，直至2020年6月30日，国家才出手為香港定立港區维护国家安全法。
白皮書裡提出六大準則，都有清晰的表述。
1 中央对香港的国家国安事务有根本责任，而香港则具有宪制责任去切实履行维护国家安全；
2 香港的管治权必须牢牢掌握在爱国者手中；
3 香港是行政主導，特首为当家人，是治理香港第一责任人；
4 在法治尊严下，人權受到保障；
5 在法治轨道上、开放與安全并重；
6 坚持以底線思维去统籌发展與安全，兩者取得平衡，相得益彰。
MSC会議释出的危机警號
在慕尼黑安全会议（MSC）2026和伴随的慕尼黑安保报告《在毁灭之下》中，西方释放的主要含义是跨大西洋联盟的一场深刻的结构性危机，其驱动因素是美国的退缩和欧洲战略自治的绝望走向。2026年MSC会议的核心主题是1945年后的国际秩序正在被拆除，而美国本身就是这种破坏的主要推动者。
無論美國國務卿盧比奧和其他擦鞋仔講甚麽都好，那只是麻醉药。隨着"大美國主義"抬头，美國與欧洲的跨大西洋關係裂缝愈跨愈大，欧洲現正處於六大憂虑中，究竟:-
1 美国对欧洲安全的角色将会起着甚麽作用；
2 如何去建立“战略自主”來应对美国的不稳定性；
3 在“乌克兰-俄罗斯”冲突中，欧洲如何制定自己的战略去擺脱华盛顿的主導作用；
4 當整個西方社会共同面對着“内部脆弱”和“内部自我毁滅” 的問题，怎樣去扭轉那些倾向於“破坏多於改革”的本土政治力量；
5 在面對民主制度正在急劇萎缩的情形下，人民感到无助和厄困，政府如何去改善未来的政策去挽囘民心；
6 當面對美國所牽起的地缘经济化与贸易武器化所做成全球经济不稳定局面，加上美国主动退出國際社群，放弃遵從世贸组织的贸易规则，奉行單邊主義对盟国征收关税時，欧洲及其他西方國家應否採取對立，甚至乎報復性行動等等，全部都是超大難题！
总之，2026年MSC标志着一个根本性的转折点，西方为确保自身未来的利益，正从美国主导的模式转向欧洲，美国会更积极破坏它曾经建立的秩序，结果是可以预料的，西方社会將会進一步分裂和碎片化！
這幾天看世事之变化，就好像在坐過山車般刺激。简单地说，國際形勢，此長彼消，東昇西降。而最重要的事实認知，就是世界并非太平，只要中国稳定，我们生活安全才得到保證！

Reflecting on Global Issues Through the White Paper Titled "The Practice of National Security in Hong Kong Under 'One Country, Two Systems'"

Rise of the East
On this side of the world, a group of us Legislative Council members felt like students returning to school yesterday, gathering at the Government Headquarters to study the white paper titled "The Practice of National Security in Hong Kong Under 'One Country, Two Systems'," which was released on February 10th. The timing was also quite fitting, coinciding with the day after Jimmy Lai was convicted and sentenced to 20 years in prison for colluding with foreign forces. The white paper articulates the official stance of the nation on the practical experiences of safeguarding national security in Hong Kong, clearly outlining the context behind the enactment of the Hong Kong National Security Law and how Hong Kong has restored stability and prosperity since its implementation.
Decline of the West
On the other side of the world, leaders from Western nations, much like us, attended meetings as if they were students. However, this year's Munich Security Conference (MSC) differed from previous ones, lacking its usual harmony and instead resembling a session of criticism. European countries accused the United States of undermining the international order established since the end of World War II in 1945. The U.S. was criticized for adopting unilateralism, weaponizing trade, and turning military alliances into fiscal extortion. It disregards international rules, prioritizes its own interests, practices the law of the jungle, and treats other nations as items on the menu.
The Six Security Principles Outlined in the White Paper
The white paper clearly states the profound harm inflicted upon us by Western forces, from the Opium Wars to the 2019 revolution, with conflicts persisting throughout. Since Hong Kong's return to China, it remained defenseless until June 30, 2020, when the nation enacted the Hong Kong National Security Law.
The white paper presents six principles with clear articulation:
1. The Central Government holds fundamental responsibility for national security matters in Hong Kong, while Hong Kong has a constitutional duty to effectively safeguard national security.
2. Hong Kong's governance must be firmly placed in the hands of patriots.
3. Hong Kong operates under an executive-led system, with the Chief Executive as the head and primary责任人 responsible for governing Hong Kong.
4. Human rights are protected under the dignity of the rule of law.
5. Adhering to the rule of law, openness and security go hand in hand.
6. Uphold a bottom-line mindset to coordinate development and security, achieving a balance where both complement each other.
Warning Signals from the MSC
At the Munich Security Conference (MSC) 2026 and its accompanying Munich Security Report titled "Under Destruction," the primary message from the West is a profound structural crisis within the transatlantic alliance, driven by U.S. withdrawal and Europe's desperate move toward strategic autonomy. The core theme of MSC 2026 is the dismantling of the post-1945 international order, with the U.S. itself being the main driver of this destruction.
Regardless of what U.S. Secretary of State Marco Rubio and others say, their words are merely anesthesia. As "Greater Americanism" rises, the transatlantic rift between the U.S. and Europe widens, leaving Europe grappling with six major concerns:
1. What role will the U.S. play in European security?
2. How can "strategic autonomy" be established to counter U.S. instability?
3. In the Ukraine-Russia conflict, how can Europe formulate its own strategy to break away from Washington's dominance?
4. Facing internal fragility and self-destruction across Western societies, how can they reverse the tendency of domestic political forces to prioritize destruction over reform?
5. How can governments address the sharp decline in democratic systems, where people feel helpless and trapped, and improve future policies to regain public trust?
6. Facing global economic instability caused by the U.S.'s geo-economic strategies and weaponization of trade, as the U.S. actively withdraws from international communities, abandons WTO trade rules, and imposes tariffs unilaterally on allies, should Europe and other Western nations adopt confrontational or even retaliatory measures? These are monumental challenges.
In summary, MSC 2026 marks a fundamental turning point. To secure their future interests, the West is shifting from a U.S.-dominated model toward Europe, while the U.S. actively dismantles the order it once built. The outcome is predictable: further division and fragmentation within Western societies.
Observing global changes these days feels as thrilling as riding a rollercoaster. Simply put, the international landscape is shifting: the East rises, the West declines. The most critical realization is that the world is not at peace. Only with China's stability can our safety and security be guaranteed.
